Latest Progress on Air Pollution Control in Shandong Province

With the approval of the Shandong Provincial Government, the Shandong Provincial Ecology and Environment Department, together with the Provincial Public Security Department, the Provincial Natural Resources Department, the Provincial Housing and Urban-Rural Development Department, the Provincial Transportation Department, and the Shandong Provincial Water Conservancy Department, formed eight inspection teams to conduct a month-long special campaign on key air pollution control across 16 cities in Shandong Province. The campaign focuses on the control of industrial pollution, motor vehicle pollution, and dust pollution.

As of April 26, a total of 1206 enterprises (sites) have been inspected, with 442 enterprises (sites) found to have environmental problems and 487 problems in total. Among them, 89 problems were found in industrial pollution sources, including 16 cases of failure to install pollution control facilities; 14 cases of malfunctioning pollution control facilities; 24 cases of failure to implement VOCs control requirements; 23 cases of unorganized emissions of industrial dust; and 12 cases of incomplete cleanup of "scattered, disorganized, and polluting" enterprises. There were 183 dust pollution problems, including 67 cases where construction projects failed to implement the "six 100%" requirements; 28 cases where highway projects failed to implement dust control measures; 5 cases where open-pit mines failed to implement dust reduction measures; 10 cases where municipal projects failed to implement dust control measures; 4 cases where water conservancy projects failed to implement dust control measures; 66 cases where material storage yards failed to implement dust control measures; and 3 cases of incomplete coverage of muck trucks. There were 21 cases of inadequate oil and gas recovery treatment and 48 problems related to mobile sources. Other problems totaled 146. Currently, 15 cities have been inspected. Among them, Jinan found 12 problematic projects, with a problem rate of 60%; Qingdao found 29 problematic projects, with a problem rate of 34.5%; Zibo found 23 problematic projects, with a problem rate of 29.9%; Zaozhuang found 29 problematic projects, with a problem rate of 49.2%; Yantai found 22 problematic projects, with a problem rate of 23.7%; Weifang found 34 problematic projects, with a problem rate of 21.7%; Jining found 4 problematic projects, with a problem rate of 23.5%; Tai'an found 56 problematic projects, with a problem rate of 39.4%; Weihai found 8 problematic projects, with a problem rate of 33.3%; Rizhao found 12 problematic projects, with a problem rate of 27.3%; Linyi found 36 problematic projects, with a problem rate of 46.2%; Dezhou found 15 problematic projects, with a problem rate of 34.9%; Liaocheng found 54 problematic projects, with a problem rate of 36.2%; Binzhou found 69 problematic projects, with a problem rate of 61.6%; and Heze found 38 problematic projects, with a problem rate of 35.8%.

Typical Cases:

1. On April 24, during an inspection in Juye County, Heze City, the inspection team found that a diesel vehicle with license plate number Lu HE1056 failed the inspection and emitted black smoke at the joint law enforcement point of the Juye County Overload and Oversize Vehicle Detection Station east of Juye City on National Highway 327. The light absorption coefficient of the emission detection reached 5.88 m-1, far exceeding the standard of 2.50 m-1. The local public security department immediately imposed a fine of 200 yuan.

2. On April 25, during an inspection in Wenshang County, Jining City, the inspection team found that the dust prevention measures for the Huayuan Road East Extension Project were seriously inadequate. A large area of excavated earth was uncovered, and no water trucks, fog cannons, or other dust suppression equipment were seen on site. The enclosure was not airtight.
